EPC Rating Guide 2026: What It Means & How to Improve It
What is an EPC rating?
An Energy Performance Certificate (EPC) rates how energy efficient a property is, from A (most efficient) to G (least efficient). The rating comes from a SAP (Standard Assessment Procedure) score between 1 and 100+, based on the property's insulation, heating system, windows, and lighting. In simple terms, it's an estimate of how much it costs to run the home for heating, hot water and lighting per square metre of floor area — the better the rating, the cheaper the property should be to heat and light.
An EPC is a legal requirement whenever a property in England, Wales or Scotland is built, sold, or let to a new tenant, and every certificate is valid for 10 years from the date of assessment.
EPC rating bands explained (A–G)
Every EPC certificate places a property into one of seven bands. The average EPC rating across England and Wales is Band D, with a typical SAP score of around 67.

Minimum EPC rating rules for landlords (2026)
Under the Minimum Energy Efficiency Standards (MEES), rental properties in England and Wales currently need a minimum EPC rating of Band E. Letting a property below Band E without a valid exemption registered on the PRS Exemptions Register can result in fines of up to £5,000 per breach.
This is changing. The government has confirmed that from 1 October 2030, all rental properties in England and Wales — both new and existing tenancies — will need to reach at least Band C. If your property already reaches Band C before then, it stays compliant until that certificate expires (up to 10 years). A proposed £10,000 cost cap on landlord compliance spending has also been set out, alongside grant schemes to help cover the cost.
The EPC assessment method itself is also being overhauled: a new metric based on how well a property retains heat (rather than pure energy cost) is due to become compulsory for all EPCs from 1 October 2029.
How much does it cost to improve your EPC rating?
Moving from Band D to Band C rarely needs a full renovation — usually a combination of insulation, heating controls and lighting upgrades is enough. Typical costs for common improvements:
- Loft insulation top-up: £0–£500 (often free via grant schemes) — can add 5–10 SAP points if your existing insulation is below 270mm
- LED lighting: one of the cheapest wins available — upgrading halogen or CFL bulbs to LEDs earns points if less than 75% of your lighting is already low-energy
- Cavity wall insulation: £800–£1,500 where the property has an unfilled cavity wall
- Draught-proofing / heating controls: £200–£500 for thermostatic radiator valves, smart heating controls and sealing gaps
- Solar PV (4kW system): £5,000–£8,000 installed, typically worth 5–15 SAP points
Most D-to-C upgrades land somewhere between £1,000 and £5,000 in total. Depending on your circumstances, schemes such as ECO4, the Warm Homes: Local Grant, and the Boiler Upgrade Scheme (up to £7,500 towards a heat pump) can reduce the cost further.
How to get or renew an EPC
- Book a Domestic Energy Assessor (DEA) — search the official gov.uk EPC register to find an accredited assessor near you
- The assessor visits the property (usually 30–60 minutes) and records details on insulation, heating, windows, and lighting
- Your certificate is issued within a few days and automatically registered on the national EPC database
- Certificates typically cost £60–£120 for a standard residential property, though prices vary by region and property size
