How Welsh council tax differs from England

Wales runs its own council tax banding system, separate from England’s. Where England has 8 bands (A to H), Wales has 10, adding a lower A- band and a higher I band, reflecting property revaluations carried out more recently than England’s, which still uses 1991 valuations.

Discounts, exemptions and premiums in Wales

  • The core discounts — 25% single person discount, full student exemption, disabled band reduction — broadly mirror England’s scheme, administered locally by each Welsh council
  • Second homes and long-term empty properties in Wales can attract significantly higher premiums than the English 100% cap, with some Welsh councils charging up to 300% in recent years, making Wales one of the strictest regimes in the UK for owners of empty or holiday properties
  • From 1 April 2026, Welsh councils also gained powers to charge a premium on unsold or unoccupied new-build properties, a rule that doesn’t currently exist in England
  • Council tax support (means-tested help for low-income households) is run as a devolved scheme in Wales, separate from England’s local schemes, with its own eligibility rules
